As part of the subject contract, CTS performed numerous safety studies, 3R safety reviews, road safety audits, fatal crash reviews, and lighting analyses.

The purpose of this contract was to perform 3R safety reviews and safety studies to aid in the development of safety projects targeting the emphasis areas of the Florida Strategic Highway Safety Plan (FSHSP). Other tasks included assisting with addressing complaints or requests received from concerned citizens and agencies, conducting fatal crash reviews, addressing work zone safety, maintaining and updating FDOT’s Skid Hazard Reporting System, developing and utilizing GIS-based tools to identify locations with targeted crash patterns, and analyzing traffic signal structures in order to determine if they could accommodate the signal heads necessary to change the current phase.

The safety studies included crash analysis, collision diagrams, crash pattern identification, probable causes and countermeasures, field reviews, development of improvement alternatives specific to identified crash patterns, constructability and feasibility analysis, operational analysis, lighting analysis, coordination with local governments and maintaining agencies, preliminary cost estimates, application of appropriate crash reduction factors, benefit-cost and net present value (NPV) analysis, and assistance with securing safety funding for implementation of the identified improvements. Examples of completed assignments include: lighting analysis for SR-25/US-27, I-95 in Palm Beach, Hallandale Beach Boulevard, Forest Hill Boulevard; 3R Safety Reviews for I-95, I-77, Broward Boulevard, Sample Road, and SR-5; safety studies on Sunrise Boulevard, Griffin Road, and Powerline Road; Pedestrian Mid-block evaluation and safety assessment on Indiantown Road; Road Safety Audit for Merrill Barber Bridge; Pedestrian Studies along Pembroke Road, Oakland Park Boulevard, and Lake Worth Road; wrong-way signage and pavement marking assessment for all I-95 interchanges in Broward County; and over 500 fatal crash reviews.
